Measurement is rarely, if ever, without error. Measurement error is used to describe the difference between the measured quantity value and the true quantity value. In reality, for an individual measurement on a test sample, the measurement error is unknown due to the unknown true quantity value. This error can be from several different sources, e.g. systematic error and random error.
